Statement of Findings for Floodplain Management


The National Park Service (NPS) proposes to conduct well-related construction and decommissioning activities at the Sandy Hook Unit of Gateway National Recreation Area to comply with public health and safety regulations.

The proposed action would occur within the floodplain. In accordance with NPS policy and procedures for compliance with Executive Orders 11988 (Floodplain Management) and 13690 (Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting and Considering Stakeholder Input), a draft Statement of Findings for the proposed action has been prepared. As required by NPS policy, GATE is making this draft Statement of Findings available for a 15-day public review and comment period.

A categorical exclusion (CE) will be prepared in accordance with the National Environmental Policy Act for the project. The proposed work is covered by CE C.19, "Construction or rehabilitation in previously disturbed or developed areas, required to meet health or safety regulations, or to meet requirements for making facilities accessible to the handicapped." The impact to the floodplain does not rise to the level requiring an environmental assessment.
