Public Review Period for Draft Tidal Basin Development Concept Plan Section 106 Documents


The National Park Service (NPS) announces the availability of the following documents for a 30-day public review and comment period (September 11 - October 11, 2025):

- Draft Programmatic Agreement (PA) for the Tidal Basin Development Concept Plan

- Draft Assessment of Effects (AOE) on historic properties

- Appendices supporting the PA and AOE

These documents are being released in compliance with Section 106 of the National Historic Preservation Act and provide the framework, analysis, and supporting materials for evaluating potential effects of the Development Concept Plan on historic properties.

How to Comment:
You are invited to review the documents and submit comments online through the NPS Planning, Environment, and Public Comment (PEPC) website The comment period closes at 11:59 p.m. (ET) on October 11, 2025.

Your feedback will inform the refinement of the Programmatic Agreement, the effects analysis, and next steps in the Section 106 and NEPA processes.
