2. The Special Use Permit (SUP) constitutes the instrument by which the National Park Service (NPS) authorizes the Pacific Leadership Institute (PLI) to undertake the existing ropes course programming and the Overnight Program pilot. The SUP also details the conditions under which the programming must operate, some of which have been added to those found in the CE package in response to stakeholder concerns.
