The Georgia Department of Transportation Project P.I. No. 721000- and 0021239, located in Fulton and Gwinnett Counties, aims to widen State Road 120/Abbotts Bridge Road. This project will extend from State Road 141/Medlock Bridge Road to Peachtree Industrial Boulevard, increasing the number of through lanes from two to four. However, parts of the proposed roadway widening and bridge replacement would require a federal easement and would adversely affect wetlands and floodplains managed by the National Park Service (NPS) within the Chattahoochee River National Recreation Area, including the Chattahoochee River.

In accordance with NPS Procedural Manual #77-2 on Floodplain Management and #77-1 on Wetland Protection, a Statement of Findings (SOF) has been developed because the project would be constructed within the 100-year floodplains and would have 0.43 acres of temporary and 0.18 acres of permanent impacts to wetlands. This document outlines the justification for the project within floodplains and wetlands and the compensatory mitigation actions for the impacts. The SOF has been prepared to comply with Executive Order 11988 and Executive Order 11990.

Both the NPS and the Federal Highway Administration have determined that there are no practicable alternatives to the proposed project. The design of the roadway and bridge aims to prevent flood damage, and compensatory measures would address the displacement of wetland resources. This approach would minimize risks to life and property while ensuring that wetland losses are adequately compensated through a net gain of protected wetland resources within the park.
