Step 1. Define purpose and need for the planning effort.
Step 2. Conduct public scoping - Identify goals and isuses that need to be addressed.
Step 3. Develop Preliminary Alternatives - Based on public scoping results, develop a draft outline of different possible futures for the park.
Step 4. Public Review of Preliminary Alternatives - Provide opportunities for review and comment by the public, park partners, government agencies, and other stakeholders.
Step 5. Prepare Draft GMP/EIS - Revise alternatives based on comments from the public, park partners, government agencies, and other stakeholders. Provide additional details on each alternative, analyze impacts of the alternatives, and identify a preferred course of action.
Step 6. Public Review of Draft GMP/EIS - Provide opportunities for review and comment by the public, park partners, government agencies, and other stakeholders.
Step 7. Revise GMP/EIS and Prepare Final GMP/EIS - Revise GMP/EIS based on comments, respond to substantive comments, and prepare a Final GMP/EIS.
Step 8. Distribute and implement Approved GMP/EIS - Prepare and issue a Record of Decision and implement the plan as funding allows. *
