Record of Decision for the Tennessee Gas Pipeline Company, LLC Mississippi Crossing Project

The National Park Service (NPS), a bureau and agency within the U.S. Department of the Interior (DOI), issues this Record of Decision (ROD) documenting the NPS decision on the Mississippi Crossing Project proposed by Tennessee Gas Pipeline Company, LLC (TGP). The decision concerns TGPs request for federal authorization to construct and operate natural gas pipeline infrastructure that would cross lands administered by the Natchez Trace Parkway via horizontal directional drilling.

This ROD is based on and incorporates by reference the applicable environmental analysis in the Federal Energy Regulatory Commission (FERC) Environmental Impact Statement (EIS) for the Mississippi Crossing and South System Expansion 4 Projects, released June 26, 2026, under identification EISX‑019‑20‑000‑1751972052. The EIS is available in FERC Docket Number CP25-514-000.

In compliance with the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4321 et seq.), the NPS participated as a cooperating agency during preparation of FERCs EIS. Consistent with the DOI NEPA Implementing Regulations (43 CFR Part 46, as amended February 24, 2026) and the DOI Handbook of NEPA Procedures (February 2026), the NPS independently evaluated the EIS and considered the environmental effects, reasonable alternatives, applicant‑proposed measures, and mitigation measures relevant to NPS jurisdiction.
